Monitoring and Evaluation Advisor - Sexual and Gender-based Violence Prevention and Response in the Democratic Republic of the Congo

In anticipation of a new multi-year, multi-million dollar World Bank-funded "Sexual and Gender-based Violence (SGBV) Prevention and Response Activity" in the Democratic Republic of the Congo, IMA World Health is seeking a Monitoring and Evaluation Advisor.

Corus International's largest country portfolio is the Democratic Republic of the Congo (DRC), where IMA World Health has worked alongside the Congolese government, donors, and a variety of local and international partners since 2000, with a staff of over 200. Programs revitalize the country's health system, improve WASH access and systems, prevent and respond to SGBV, promote clean energy, and improve the health of the population. The portfolio includes a focus on both sustainable development and humanitarian assistance activities and operates out of two base offices in Kinshasa and Goma.

Summary Job Description

Under the direct supervision of the Project Director, the Monitoring and Evaluation Advisor (M&E Advisor) for this project will undertake principal tasks envisioned in this job description, including:

  • Along with the M&E Officer, collect and validate partner data and compile semi-annual PMP indicator-target-value tables for the World Bank periodic reports
  • Initiate design of graphs, tables, and narrative descriptions and interpretations for the semester reports
  • Conceptualize tools that support reporting and program learning
  • Review M&E reports from partners on a monthly basis prior to submission to the World Bank
  • Ensure that all M&E systems meet the requirements of the donor
  • Conduct regular data review sessions (quarterly or more frequent) with all partners involving data quality, validation, and use of data (analysis)
  • Lead development of and provides oversight to all research related activities
  • Conduct statistical analyses of service statistics
  • Conduct training and capacity building of partners and staff on M&E tools and analysis of program results
  • Participate in and represent IMA in internal and external meetings and forums on SGBV data collection

Specific Responsibilities:

Coordination of the monitoring and evaluation system

  • Coordinate with staff and IMA partners to ensure that data collection is done according to schedule, tools and methodologies, and best practices
  • Ensure that the indicators, frequency of collection and data collection tools are in line with the requirements of the donor, and ensure the updating of the program's logical framework
  • Compile data by province in integrated databases for the entire program
  • Produce and disseminate monthly and quarterly reports and graphs on key programming indicators
  • Provide monthly and quarterly feedback to the coordinators and component supervisors on progress of results for programming indicators
  • Collaborate with administration, logistics, finance and security to ensure the proper implementation of research activities


  • Compile the PMP results tables for the donor reports, according to the logical framework developed for each funding and read the reports and add the comments
  • Ensure the collection of research data according to the schedule of data collection
  • Ensure the integrity and quality of data collection, including respect for ethical research and work with adolescent girls.
  • Write detailed reports (Weekly, Monthly and after each mission) on regular research activities


  • Planning and execution of any data collection, liaising with other program staff on research activities and research tools, and directing regular and participatory program monitoring activities related to research
  • Work closely with other parts of the program to ensure good coordination and coherence with other program activities, and also to integrate their feedback on research tools and results.
  • Research and analysis on the information gathered and obstacles / challenges ascertained on health zones basis
  • Lead assessments and context-appropriate research aimed at generating a strong evidence base for SGBV programming, as well as informing IMA advocacy

Development of M&E tools

  • Independently develop standardized monitoring and evaluation tools and databases for the program
  • Analyze monitoring and evaluation tools to ensure they meet programming indicators and are context-specific
  • Check the translation quality of tools in Swahili and other local languages as needed to ensure the quality of data collected

Training and technical support

  • Identify needs and plan training on the information management system, privacy and security of SGBV data, use of monitoring and evaluation tools, and on the monitoring and evaluation system
  • Provide ongoing technical support in the correct use of the database
  • Strengthen the capacity of partners and staff on monitoring and evaluation tools on an ad hoc basis and according to identified needs

Verification of the quality of data collected in the field

  • Conduct annual partnership assessments
  • Ensure evaluation planning with coordinators and managers
  • Coordinate the writing of evaluations, including establishing the format of reports
  • Plan for regular verification of partner sites to ensure the validity, accuracy, integrity and reliability of reported data


The position requires a competent and experienced person with the following attributes:

  • Graduate or post-graduate degree in M&E, statistics, gender-based violence, or related field
  • Minimum of five years of demonstrated experience in M&E for international development and/or humanitarian programs in public health, civil society, or other social and psycho-social interventions
  • Previous experience in gender-based violence, and experience in assessing and evaluating psycho-social approaches preferred
  • Extensive knowledge of monitoring and evaluation methodologies, i.e. both quantitative and qualitative research, data collection, processing, statistical analysis, and dissemination of results
  • Experience in designing survey and research tools and developing performance monitoring plans
  • Strong technical skills in data management and M&E
  • Knowledge of sampling techniques and questionnaire design
  • Experience in designing and implementing M&E plans and trainings
  • Knowledge of World Bank programming tools for planning and monitoring, including general knowledge of World Bank Practice Areas, particularly in sexual and gender-based violence would be an advantage
  • Experience in working with, and ability to build and maintain good working relationships with local organizations, government counterparts, other program partners, and program beneficiaries (e.g. development partners, CSOs, and private sector representatives)
  • Ability to multitask, ability to handle pressure well, ability to improvise
  • Flexibility and cultural and environmental sensitivity
  • Good communication and interpersonal skills, and the ability to work as a member of a team
  • Fluency in French and English, including strong writing skills
